Tokenization: Efficiency and Risk

 

The International Monetary Fund has warned that moving Wall Street trading infrastructure onto blockchain-based systems could accelerate financial crises beyond regulators’ ability to respond. While tokenization offers faster settlement, lower costs, and around-the-clock trading, it also removes the buffers that traditional systems provide, reducing the time central banks and regulators have to intervene during stress events.

 

Tokenization converts assets such as stocks, bonds, and cash into digital tokens on shared ledgers. It is a structural change rather than a marginal efficiency improvement. Banks, clearinghouses, and asset managers, including BlackRock and JPMorgan, are already running pilots to test these systems. Nasdaq has requested SEC approval to allow tokenized stocks to be traded on regulated venues, while the New York Stock Exchange is building a blockchain-based platform for 24-hour trading of tokenized equities and ETFs.

Settlement Speed and Systemic Risk

 

Faster, continuous settlement can improve efficiency but increases systemic vulnerability. According to IMF economist Tobias Adrian, delays in traditional settlement systems provide regulators with critical time to intervene. In a fully tokenized system, crises such as margin calls and liquidity runs could happen almost instantly. Privately issued stablecoins, which are increasingly used for settlement, are functional under normal conditions but vulnerable to sudden runs, similar to money-market funds during periods of stress.

Possible Market Pathways

 

The IMF outlines three potential developments for tokenized finance. One scenario is a coordinated system anchored by central bank digital currencies. Another is a fragmented network of incompatible national platforms. The third is a market dominated by private stablecoins without sufficient public backstops. Each scenario carries different implications for market stability and regulatory oversight.

Policy Recommendations

 

Adrian emphasizes the need for proactive engagement by policymakers. Recommendations include anchoring settlement in secure money and clarifying the legal status of tokenized assets. Delaying action could leave regulators reacting to crises rather than shaping the design of the new financial infrastructure.

Tokenized finance offers efficiency and broader access but also increases systemic risk by compressing intervention timeframes. As pilots expand and major markets prepare for 24-hour trading, regulators, banks, and investors face a narrow window to implement safeguards and prevent cascading shocks across the global financial system.
